Because 87% of the workforce is migrant workforce, and a majority of that from an exploited south Asian underclass that has been reported for human rights violations against these workers for pennies on the dollar wages since 2003.

    The UAE can only afford to not tax and pay engineers $5,000 a month, because they make-up the difference in slave labor. The Ivory Coast does not.
